Hi everybody, I just want to say thanks for all the tips and suggestions on this. I've started re-assembling the amp with a mind to conceding defeat, as much as I hate doing that. This might be the first time. If it's fixable I think it's going to take someone with more skill than myself. Anyway, thanks again!

In a situation like this it is often best to set the project aside for a while.
Another good strategy is to summarize where you are after 200 posts in the discussion.
This is a difficult problem because we don't know if the problem is common for this particular Mesa model and we don't have a quantitative value of the background hum issue. Hopefully, some new ideas will spontaneously pop into your thoughts after a while away from the project.

So true, Tom. I find that a short vacation from a project that stumps me helps. Sometimes, solutions will even hit me in the middle of the night at home. I've had repairs that I've beat to death for hours on the bench, and after setting them aside for a bit, the solution comes in minutes.
