Well, it took some time and a great deal of reflection on the schematic, but I have the thing wired up right now and it is very loud. A few extremely odd original quirks, a strange cap with a grounded metal sheath and a random preamp tube all caused the issue. I followed sgelectric's suggestion and it eventually worked. Now I can concentrate on making it sound better.
