Please check the resistors from the bass controls to ground, they look like 68K not 6800 ohms.

Wax! The boards were wax dipped after the components were stuffed to seal them from moisture, etc.

Hey 52 Bill.....................you were right on those resistors ( I had 68Ks not the correct 6800 ohm )
.................funny that my brother is color blind but I'm not ??? or am I ???
All tone controls work perfect ! Better n new.
Thanks to all ( Enzo, g-one, 52 Bill ... for going down my rabbit trails......

Dang! I was thinking the same thing (that it looked orange not red) but I didn't say anything because when Enzo got you to measure it (post #9), you said the meter read 6800 . That'll teach me .
          Thanks 52Bill !

So how did we repeatedly get 6800 ohm readings when there were 68k resistors in place?

Enzo, Enzo, Enzo, ... uhhh....the dog ate my homework ? Actually can you say "multimeter IDIOT" ? These dadgum multimeters have way too many selections on them for me : Big Ms, little ms, no ms, little ks, big Ks,

Temp, Hz, fused, unfused, EBCE/PNP, EBCE/NPN........I mean........what's any respectable idiot to do ???

That's the trouble with good teachers like Enzo.....they sometimes ask embarrassing questions..............and I thought I was home free.

Oh...the other possibility could have been that I was going by the color code and thought Orange was Red (remember, my brother is color blind)

I get red mixed up with green.
And blue & purple confuse me.
