The tube heaters are inside the actual tubes at the bottom. Some amps do have goofy lights that are just for show, don't know if this amp has them.
If the heaters are running, the tubes will get a bit warm. You should see 2 little lights at the bottom of each preamp tube, and one for each power tube.
If you don't see heaters or feel warmth in any tubes, check the heater fuse F6. It must be a slow-blow type, otherwise the turn-on surge can make it blow.
