    I'd think it's pretty rare for one of those to short, although most of them probably get removed before they have a chance.
    I'd have to guess it would take a power tube failure to short one of those caps. But who knows?

      Hmm thanks. Was wondering about that...the cap did not measure shorted cold. But i will yank them both. The tubes were replaced when it arrived...

        you're gonna replace those caps with known good ones, right? so you don't fubar the feedback stabilization in the amp?
