I don't think there is any user setting here that would prevent you from seeing the attachment in post #11.

When the viewing style in a thread is set to "Latest Activity" the links show up but not the direct attachment files. Could that be what is going on??

Please check user settings under profile. Please make sure Display Mode is set to Posts and not to Latest Activity.
