fender 212r vol control

I have this fender, like the amp, only problem is a overly touchy vol control. After 2 it has very little adjustment. It seems to get quite loud very quickly. I thought it was just a bad amp. All of the amps at the store seem to do this. Checked the pot and it tests ok , no dropouts or sudden changes in resistance. looking for a simple solution. Thanks
