So you have +2V measured from D102 anode to cathode?
Typically a forward voltage of 2V is enough for a red LED to produce light.
Some red LEDs might need a little more, like 2.2V.
Sorry I meant to write, measuring from point 22 to 21 it’s .005vdc.
All I can say is that your measurements are inconsistent, so impossible to interpret.
When there's no substantial voltage across the diode, both points 22 and 21 must sit at minus 14V.
Check for bad/intermittent contacts and if the meter battery is good.
