You would need to check the value of the intensity pot. The 3M reverse audio taper was hard to come by for a long time. If the pot was replaced with a wrong value (1M or 2M) that might explain it. If it's the right pot in there you can increase the value of the capacitors in the oscillator circuit to slow it down a bit.
