On a console, this sort of "level chasing" is done at the fader, never at the pre gain control. The pre gain, whether set with a switch or pot, is ordinarily set at a point where the input signal won't clip the preamp, and the fader will send a useful level to the mix bus with it set about 3/4 of the way up. Since the Amek pre is rack mounted, it may make more sense to put together a slant topped box with a slide fader for your client to operate.

Sound radical? Maybe not so much. One studio I worked in had a mobile stereo master fader, packaged the way I described, plugged into the patch bay with a pair of cables. It was sometimes used so the producer could have control over a song's final fade without crowding the engineer at the console. Saved a lot of arguments: here buddy, do it your way!
This isn't the future I signed up for.

Nice, this is the right way to do it. I think I can build for him a mono fader in a box with XLRs and he will be happy...
