    That's the fuse holder, and that black wire is from the power cord. The other black wire is from the PT secondary.

              So, further updates: It's definitely half wave rectified. The main filter cap is well past its prime and there was a lot of 60Hz (not 120, as you'd expect from full wave) hum present. Also, one of the plate resistors was bad and causing rustling. 1/2w metal film to replace it, and all should be well. Death cap of course is coming out, because... Just no.
