One combination will read shorted and one will read a temporary short and slowly build up resistance. The consistant short is what you're interested in. This amp has had a lot of questionable work done to it.
So far it seems to be missing the two 100 ohm filament resistors and from what I can tell, one of the filter caps in the totem stack is also missing.
The entire amp needs to be gone over in order to find out what was changed, "fixed" and what has been left out. While it's not impossible for you to fix this with enough help here, it seems to me that it is beyond the scope of your abilities to get this one working on your own. Do you have a friend with more experience that could help you with this amp?
