JBL EON 515XT No Power On

Getting 120vac to main board, 10 pin connector from controls has 0vdc on all pins.

TP601-TP602 and TP601-TP603 both read (2k ohms and rise). TP-603-TP602 starts at(2k ohms) drops to (1.7k ohms) then slowly rises to (1.9k ohms) and stops. Not sure if that qualifies as bad?

U402 is not shorted to heat sink. R626/628 read(10 ohms).

C645 looks melted but has voltage up and down (reversing leads on resistance range). Bought this after testing good, got it home and no power on.

Removed C645 and of course it tests bad. Will replace.

Installed new C645 and power came on. Turned off to plug in a signal and now no power on.

check voltage: VBULK, +15 Control (U608)

Thanks for the info. Haven't worked on one of these before. Am I good trying to check voltages on these with speaker disconnected and no power on situation. Do I need an exterior power source? Thanks.
