There has to be something wrong with the volume pot module. Everything plugs in, so it's not a soldering issue, and that wouldn't effect the volume pot.
I'd return it and get a new one.

I live in Canada and ordered it from the states, the thing I don't get is that it came with 2 separate pickups, each with it's own jack, volume and tone pots as well. I tried both with the same issue. Ya, the toggle switch works fine, I've tested with the sound on. I'm going to try replacing the battery.
I can't spot any solder on the buss. As well I tried both connections on the 2 busses that came with the pickups with the same results. People are telling me to just take it to a guitar tech, but I don't see how they are going to do anything different then following the diagram that was provided.
If that's the case, that matches the other diagram, where black goes to sleeve (S) and white goes to tip (T).
That sounds like someone else might be plugged in backwards.

I just took the mottled "white" wire to be the screen in the diagram...
I was quite excited about it.
I thought it was as well, until I went to the other PDF and started reading it.
I see in the instructions that one connector on the tone control is reversed on purpose. I'm not sure why.
