    Tweeter reads (3.9 ohms) resistance, no treble.

    Run some low level audio to the tweeter. There can be driver faults other than an open voice coil. Make sure it works before you dig into the amp.

      Yep, don't know what this one has, but some piezo tweets have parallel resistors built in. Pinched or otherwise seized diaphragm would also do it.

        The HF driver on these is a 2414H 1" compression driver, so not a piezo. But yes, it could have a shifted gap, diaphragm/coil separation, etc. In other words, just because the coil measures 3.9 ohms does not mean the driver works. It's best to see if it actually makes sound. Also, the driver should be measured out of circuit to make sure a crossover coil or parallel resistor isn't being measured.

            MP3 to Tweeter produces sound. Resistance out of circuit is (3.9 ohms)

                This one seems to use the TDA7293 chip for the HF section. I've had some fun with those IC's in the marshalls.

                  Sound from 2414H is almost non existent in comparison to the 265F-1(15"). May not even be able to hear it when hooked up to the amp?

                      It's a HF driver. Of course, it's not going to be as loud as a 15" speaker running full range music through it. And don't try to get it louder with a full range source. It's not meant to do that. You only need to know that it works.

                        The crossover is pre-TDA7293. There is no crossover like there is in a nonpowered speaker. It's a bi-amped system with the 15 driven by discreet FET's and the HF driver driven by the TDA.

                          I'll add: The 2414H is an 8 ohm driver, so I'd expect the DCR to be around 6-7 ohms instead of your 3.9. It's possible you have shorted coil windings. I'd try another driver to see if it works. You don't need the exact driver. You can just clip lead something external for testing. Any known good tweeter/horn driver will work as a test.

                              Installed new diaphragm on 2414h and it again produces sound, but no treble control when plugged into 515xt amp.
